Protocols
IPS and ILEX have agreed protocols which
govern the working relationship between the two
organisations. These recognise that each company has its
own obligations and priorities and that the best results for the
public and for ILEX members will be achieved by collaboration
rather than confrontation.
It is a central requirement of the Legal Services Act that
regulation must be carried out independently from the Approved
Regulators. A key element of securing that independence
relates to the composition of the board, where an independent
majority is expected, and how board members are appointed or
reappointed. IPS and ILEX believe that the protocols set out
good arrangements for this which meet the requirements of the
